BVA Bear’s IT Solutions is seeking a part‑time Digital Equity & GIS Planning Specialist. This position is fully remote. Workdays and hours are flexible between 6:00 a.m. and 6:00 p.m. Eastern Time, Monday through Friday (excluding Government Holidays), with core hours from 9:00 a.m. to 3:00 p.m. Eastern Time.

As a Digital Equity & GIS Planning Specialist your responsible for leading the regional needs assessment and digital inclusion asset mapping; performs geospatial and broadband gap analyses; and co‑authors county‑specific priorities and the funding/sustainability strategy embedded in the Regional Digital Opportunity Plan. 

Core Responsibilities

  • Needs assessment: Analyze demographic, socioeconomic, affordability, device, and digital skills factors; synthesize findings with stakeholder input. 
  • GIS/asset mapping: Build inventory of broadband initiatives, public access points, digital skills programs, device distribution and workforce efforts; develop map layers and visuals. 
  • County‑specific priorities: Identify at least 3 implementation‑ready objectives per county; align with Maryland’s Digital Equity Plan. 
  • Sustainability & funding recommendations: Contribute to governance model and Minimum Qualifications
Key Deliverables & Contributions

  • Regional digital needs assessment (with maps and indicators).
  • Digital inclusion asset inventory & mapping documentation.
  • County sections with at least 3 priority objectives per county; inputs to final plan and sustainability strategy. 
Performance Indicators (KPIs)

  • Accuracy and clarity of maps/analyses; completeness of asset inventory.
  • Decision‑ready county priorities; low revision cycles on technical sections.
Time Allocation (9 months—guidance)

  • Peak: Months 2–4 (assessment + mapping), and Months 5–6 (draft plan).
  • Moderate: Months 7–8 (final plan refinements).
  • Light: Month 1 (setup), Month 9 (handoff). 
Basic Qualifications

  • 5–7+ years experience  in digital equity/broadband or community/regional planning, with data analysis and mapping capability. 
  • Hands‑on GIS experience (ArcGIS Online/Pro and/or ArcGIS for Microsoft 365/Power BI) to produce publishable map products.
  • Clear writing and presentation of technical findings to non‑technical stakeholders.
Preferred Qualifications

  • Familiarity with FCC broadband data, ACS/Census datasets, and state digital equity frameworks.
  • Experience with rural broadband planning and multi‑county coordination.
